Public Offer Agreement on the Provision of Information and Organizational Services
Effective date: June 29, 2026
This document is an official public offer of the All-Ukrainian Public Organization “All-Ukrainian Council of Resuscitation and Emergency Medical Care” to conclude an agreement on the provision of information and organizational services related to participation in conferences, congresses, master classes, trainings, seminars, and other professional events.
1. General Provisions
1.1. The Organizer and provider of the services is:
ALL-UKRAINIAN PUBLIC ORGANIZATION “ALL-UKRAINIAN COUNCIL OF RESUSCITATION AND EMERGENCY MEDICAL CARE”, hereinafter referred to as the “Organizer”.

1.2. This Public Offer defines the procedure for registration, payment, and participation in the Organizer’s events, as well as the rights and obligations of the Organizer and participants.
1.3. A Participant is an individual, an individual entrepreneur, or a representative of a legal entity who has submitted an application to participate in an event.
1.4. An Event is a congress, conference, seminar, master class, simulation training, or other event, information about which is published on the Organizer’s website.
1.5. The main event for which registration is accepted on the website is the II National Congress with international participation “Emergency Medical Care 2026”, scheduled to take place on September 10–12, 2026, in an offline format in the city of Kyiv.
1.6. Venue of the Congress: Pochayna Event Hall, Kyiv, 23 Stepana Bandery St.
1.7. Current information about the date, venue, program, speakers, available tariffs, and participation fee is published on the website.
2. Acceptance of the Offer Terms
2.1. The agreement is concluded by the Participant’s full and unconditional acceptance of the terms of this Public Offer.
2.2. Acceptance of the offer is deemed to be:
- completion of the registration form;
- checking the box confirming agreement with the Public Offer and Privacy Policy;
- making payment;
- submitting an application to receive an invoice;
- receiving registration confirmation.
2.3. By registering, the Participant confirms that he or she:
- has reviewed the description and program of the Event;
- agrees with the cost and terms of participation;
- has provided accurate contact details;
- has reviewed the rules for cancellation of participation and refunds;
- agrees to the processing of personal data for the purpose of processing and fulfilling the order.
3. Subject of the Agreement
3.1. The Organizer undertakes to provide the Participant with information and organizational services related to participation in the selected Event, and the Participant undertakes to pay for the services if participation is paid.
3.2. The service may include:
- participation in the Congress program;
- attendance at presentations and panel discussions;
- access to the exhibition area;
- participation in master classes or simulation trainings;
- handout and informational materials;
- coffee breaks;
- issuance of a certificate subject to fulfillment of the established requirements;
- other services specified in the description of the specific tariff.
3.3. The exact scope of services is determined by the tariff or the page of the relevant master class.
3.4. Services that are not specified in the description of the tariff or Event are not considered included in the price.
4. Registration of Participants
4.1. To participate, the user completes the relevant electronic form on the website.
4.2. The Organizer may request:
- surname, first name, and patronymic;
- phone number;
- email;
- locality;
- place of work;
- position and specialty;
- data for preparing the certificate;
- information about the selected tariff;
- documents confirming the right to a benefit;
- details of a legal entity.
4.3. The Participant is responsible for the accuracy of the provided data.
4.4. Registration under a paid tariff is considered confirmed after successful receipt of payment.
4.5. After registration, the Participant is sent confirmation to the email address or phone number specified in the form.
4.6. If confirmation has not been received, the Participant must contact the Organizer:

5. Participation Tariffs
5.1. The following types of registration may be available on the website:
Standard participation
The standard participation fee for the Congress is UAH 1,500, unless another current price is indicated on the registration page.
Discounted participation
The discounted fee is UAH 990 and may apply to members of the All-Ukrainian Council of Resuscitation, veterans, military personnel, medical workers, and other categories determined by the Organizer.
The final list of discounted categories is indicated in the registration form.
Registration of legal entities
Companies, medical institutions, public organizations, and other legal entities may arrange participation by invoice.
Master classes
The cost of participation in master classes and simulation trainings is indicated separately on the page of each event.
5.2. The Organizer has the right to change prices until the order is placed. A price change does not apply to orders that have already been paid.
6. Discounted Registration
6.1. To confirm the right to discounted participation, the Organizer may request a document or other information confirming the relevant status.
6.2. The Participant may hide data in the document that is not needed to verify the right to the benefit.
6.3. It is not necessary to send:
- full bank card details;
- information about the location of a military unit;
- information about combat missions;
- medical information not related to the right to the benefit;
- other excessive personal data.
6.4. If the right to the benefit is not confirmed, the Organizer may offer to:
- pay the difference up to the standard cost;
- choose another tariff;
- cancel the application and refund the paid funds.
7. Registration of Legal Entities
7.1. Legal entities register participants without online payment by bank card.
7.2. To prepare an invoice, it is necessary to provide:
- full name of the organization;
- EDRPOU code;
- legal address;
- contact details of the responsible person;
- number of participants;
- surnames and first names of participants;
- email for receiving the invoice and documents.
7.3. After checking the application, the Organizer sends an invoice for payment.
7.4. Registration is considered confirmed after the funds are credited to the Organizer’s bank account, unless otherwise agreed by the parties in writing.
7.5. As a result of the provision of services, the legal entity may be provided with an act and other accounting documents.
8. Master Classes and Simulation Trainings
8.1. Master classes are held within or during the period of the Congress.
8.2. Each master class has a separate page that indicates:
- title;
- description and program;
- date and time;
- venue;
- teachers or mentors;
- cost;
- number of available places;
- terms of participation.
8.3. The number of places may be limited.
8.4. Registration for a master class may be available only to registered Congress participants through the electronic account.
8.5. If the tariff description does not expressly state that a specific master class is included in the ticket price, participation in it is paid separately.
9. Payment Procedure
9.1. Prices are indicated in hryvnias.
9.2. Individuals may make online payment by bank card through the WayForPay payment service.
9.3. During payment, the user is redirected to a secure payment page.
9.4. The Organizer does not receive or store the full card number, its expiration date, or the CVV/CVC code.
9.5. Payment is considered made after the Organizer receives confirmation of a successful transaction.
9.6. If the payment is declined, the Participant may repeat the payment, use another card, or contact the bank.
10. Provision of Services
10.1. The service is provided on the date and at the place indicated on the Event page.
10.2. To participate in an offline event, the Participant must arrive at the location on time and complete registration.
10.3. Organizational information may be sent by email, by phone, or through the electronic account.
10.4. The service is considered provided from the moment the registered Participant is given the opportunity to attend the paid Event.
10.5. The Participant’s absence for reasons beyond the Organizer’s control does not mean that the service was not provided.
11. Certificates and CPD Points
11.1. The possibility of receiving a certificate and continuing professional development points is indicated in the Event description.
11.2. To receive a certificate, the Participant must:
- provide the required data;
- fulfill the established participation conditions;
- pass the required knowledge assessment, if applicable;
- be present for the required amount of time;
- fulfill other officially established requirements.
11.3. The fact of payment alone does not guarantee automatic awarding of CPD points if the Participant has not fulfilled the established requirements.
12. Program Changes
12.1. The Organizer may make changes to the program, time of the event, order of presentations, and composition of speakers if this does not change the main subject matter of the Event.
12.2. In the event of security restrictions, an air raid alert, military actions, technical problems, or other circumstances, the Organizer may:
- change the start time;
- suspend the program;
- reschedule part of the events;
- change the auditorium or location;
- postpone the Event to another date;
- change the format of the event.
12.3. The Organizer informs about significant changes through the website or using the Participant’s contact details.
13. Cancellation of Participation and Refunds
13.1. To cancel participation, the Participant sends an application to account@urc.org.ua.
13.2. The application must specify:
- full name;
- name of the Event;
- phone number;
- email;
- date and amount of payment;
- order or transaction number;
- reason for the request.
13.3. If the request is received:
- 14 or more calendar days before the start of the Event — 100% of the paid amount is refunded;
- 7–13 calendar days before the start — 50% of the paid amount is refunded;
- less than 7 calendar days before the start — funds are not refunded, except in cases provided by law or separately agreed by the Organizer.
13.4. Instead of a refund, the Participant may agree on:
- replacement of the participant;
- transfer of payment to another Event;
- crediting the payment to a new date.
13.5. In the event of full cancellation of the Event, the Organizer offers:
- full refund of funds;
- participation in the rescheduled Event;
- transfer of payment to another event.
13.6. The agreed refund is initiated within 7 business days.
13.7. The actual time for crediting funds depends on the bank and payment system.
14. Rights and Obligations of the Organizer
14.1. The Organizer is obliged to:
- provide up-to-date information about Events;
- confirm registration after successful payment;
- provide the opportunity to participate;
- inform about significant changes;
- review Participants’ requests;
- ensure proper protection of personal data.
14.2. The Organizer has the right to:
- verify the accuracy of registration data;
- verify the right to a benefit;
- refuse to apply the discounted tariff in the absence of confirmation;
- make justified changes to the program;
- terminate the participation of a person who violates safety or conduct rules;
- engage contractors and partners in the organization of the Event.
15. Obligations of the Participant
15.1. The Participant is obliged to:
- provide accurate data;
- pay for participation on time;
- comply with the program, safety rules, and order;
- not transfer personal access data to third parties;
- not carry out unauthorized copying of educational materials;
- respect other participants, speakers, and organizers.
16. Intellectual Property
16.1. Presentations, videos, methodological materials, texts, design, and recordings may be subject to copyright.
16.2. Purchase of participation does not provide for the transfer of intellectual property rights to the Participant.
16.3. Without written permission, it is prohibited to:
- publish full recordings of presentations;
- sell or transfer materials;
- use materials to create commercial products;
- carry out professional video broadcasting of the Event.
17. Photography and Video Recording
17.1. Photography and video recording may be carried out during the Event.
17.2. Materials may be used for informational coverage of the Congress, reports, and presentation of future events.
17.3. A Participant who does not wish to appear in the frame may notify the Organizer before the start of the Event or during registration at the location.
18. Liability
18.1. The Organizer is not responsible for inability to participate caused by:
- incorrect contact details;
- lateness or absence of the Participant;
- actions of the bank or payment system;
- blocking of emails by the mail service;
- circumstances beyond the reasonable control of the Organizer.
18.2. Materials of the medical Event are of a professional and informational nature and are not individual medical consultation for patients.
18.3. The Organizer does not guarantee the achievement of a specific professional, financial, or other result after participation.
19. Force Majeure
19.1. The Parties are released from liability for non-performance of obligations as a result of force majeure circumstances.
19.2. Such circumstances may include:
- military actions;
- air raid alerts;
- shelling;
- terrorist threats;
- decisions of authorities;
- fires;
- accidents;
- interruptions in electricity supply and communications;
- natural disasters;
- epidemics;
- other extraordinary events.
20. Personal Data
20.1. Personal data is processed for the purpose of:
- registration;
- processing payment;
- organizing participation;
- issuing certificates;
- communication with the Participant;
- accounting and tax records;
- compliance with legal requirements.
20.2. Detailed rules are defined by the Privacy Policy.
21. Dispute Resolution
21.1. The Parties attempt to resolve disputes through negotiations.
21.2. Requests are sent to account@urc.org.ua.
21.3. If it is impossible to settle the dispute through negotiations, it shall be considered in accordance with the legislation of Ukraine.
